Consider: In this case the welfare state is freed to focus on treating and rehabilitating addicts. Or, perhaps... Just improving quality of life of those that are lost. The few real-world scale experiments (notably Portugal) don't bear out a spike in deep-end addiction.

I don't approve of the welfare state (nor do I particularly agree with even semi frequent recreational drug usage) but couldn't you just make drug usage an automatic disqualifier for government assistance?

Drugs are so easy to get and ubiquitous - esp in America - it might as well be legal - the idea that legalizing it will stop it is not borne by reality.

Anyone with reduced cognitive ability or poor impulse control is likely to develop addictive behavior. It's "are you willing to literally step over the body of someone killing themselves with drugs". The ultimate social experiment of free choice
