That is a full SEVEN YEARS before the male brain finishes developing.

Even car rental companies, which require clients be at least 25, know about brain development. So, too, does anyone profiting from the sale of an addictive substance. The younger the user, the higher the chance of a heavy, lifelong one. We should reconsider the “legal” age.
