I cannot think of a culture that has survived without a strong religious base. Atheism may be a funeral dirge.

Just because people believe in something on the sky doesnt mean that they wouldnt cooperate, produce, love, have families etc. Without that belief. Moral is not given but found, religion is created by people who found moral before their beliefs out of which the belief was created

It can mean that increasing levels of atheism is a CONSEQUENCE of an already-dying culture. Or societal atheism could be a co-morbid condition.
