Immigration before welfare was completely different. We could afford to open our doors because people came here for the promise of opportunity. Which they didn't take for granted and worked hard for.

It was part of my ex's job in the 90's to get "immigrants" their welfare and foodstamps, plus whatever else they qualified for. I presume they weren't illegals as they were on all the rolls? It cost Arizona $3.2 Billion a year at the time.
