I'm bothered by the term 'reactionary'. Its usage is unclear and I think intentionally so. Per Google: "opposing political or social liberalization or reform". synonyms: right-winger, conservative, rightist etc. If 'reactionary' means conservative, why not just say conservative?

He cld be merely saying that these bids are partial, not sufficient causes. If he is, the obvious retort wld "So what?" Nearly any condition can be a partial cause for bad behaviour.
