How can we reverse the fatherless trend in black families? Where do we even start: education? How do we fix something so broken?

In the long term, it might require "heartless' things like denying aid for children unless the father can be identified. If he won't/can't support them-off to prison and hard labor for a few years. Harsh, but might cut down on casual sex and resulting pregnancies...
