In the long term, it might require "heartless' things like denying aid for children unless the father can be identified. If he won't/can't support them-off to prison and hard labor for a few years. Harsh, but might cut down on casual sex and resulting pregnancies...

To be fair, also have buddy on there who is black and he's a good dad. Doesn't swear and makes sure his son is always respectful and spends time with his kids.
