There is evidence that people from south Europe came from north Europe much before. Romans mainly came from Turkey region but many have blue eyes and blond hair, some Egypt mummies also were blond. They are probably the "sea people" that emigrated to north Africa 3000y ago.

S. Europe had critical mass of pop needed to support a thinking class, & thus industry. Once industry's products reached N. Europe, thinking became possible there too, despite the harsher climate. Normalized for climate, a village in N. Europe is as impressive as the city of Rome
