Not really... When the Brexit referendum happened we didn't know how Brexit would occur. Since then, we have tried making it happen, but it seems impossible. So a vote today would be more informed than one 4 years ago.

You can of course say that the government wasn't really trying, and I would agree with that. You can say that "Brexit means Brexit for good!", but I think that the people who would have voted for a hard because were a minority, and they continue to be today.
