The more financial aid made available to students to 'make college affordable' the more expensive tuition gets. The cost of tuition relative to inflation over the last 40 years is the most telling figure.

I suggest you are inferring a relationship that does not exist. Endowment size does not, I think, necessarily cause high tuition rates. The rules around how universities can classify that $ is a morass that seems to lend opportunities for misappropriation

Perhaps the government can seize the endowments of universities founded by slave owners and use the money to pay reparations to African Americans. I'm sure the universities would support 100% such a plan to achieve social justice.

There's no such thing as over-charging. If you want something to be cheaper, you you must produce a cheaper alternative. Subsidies just make it more expensive.
