        You have to have a fire watch and fire suppression whenever welding in ANY construction area...I am sure the EU restrictions are MUCH more confining than the ones in USA....

        Under construction usually means easy access. Construction sites get vandalized a lot because of the vulnerability of the structure. No doors/windows, scaffoldings, plastic barriers, etc...
