Can someone explain to me why Julian Assange is being charged for a crime that Chelsea Manning was already released from prison for?

Manning was found guilty. Having the sentence commuted doesn't change that fact. Assange is innocent until proven guilty, but Manning's conviction is more evidence towards prosecuting Assange, not less.
The Obama DOJ reviewed everything in the new allegations and decided not to prosecute.
