I have no idea what that word is supposed to mean. It's used in such a vague way that it's really difficult to tell. Sort of like 'far right'. The meaning is so unclear that it's basically a generic slur used by the Left to attack conservatives

A reactionary is generally someone who reacts negatively towards current social change in an outspoken manner. It is often used to imply that the reactor is being irrational or bigoted. I would argue that Stefan fits every facet of the term.

If the current social changes are negative then it's totally reasonable to react poorly to the changes. I don't like the mass immigration we're seeing in the West. I don't like transgenderism being pushed on children. Calling that reactionary makes it sound irrational.
