Because Churches and Private Charities could have expectations and make demands of those that they were helping - the government just gives it away

Also, you give money to a church, the church gives it to people in need. You give it to the government, they tax it, take a portion for their department salaries, account for it in truncate, pay for the oversight, pay for the auditing, on the oversight, etc. Govt is waste.
