        There may be a handful of true collective action solutions into which government should invest scientific funding. It all comes down to the game theory. Maybe we should watch out for asteroids? But on the whole, scientific funding has had a negative ROI these past decades.

        Though national defense may be a reasonable target for subsidization in a world in which some threats are real. If we got rid of all the unnecessary spending, including large swaths of defense that doesn't matter, what would remain would feel small and manageable.

        Capitalism tends to follow path of least resistance - maximizing profit while minimizing risk. It will, generally, not invest hugely in uncertain outcomes. Capitalism will not invent a cellphone, it will make the cellphone refined and convenient once it is invented.

        How about when something is needed but unprofitable? For example the cancer fighting drug discovered a decade ago by Canadian researches, but no company would fund the R&D because the drug was unable to be patented.
