Have a look at the school scores. Half of South Africans drop out of school, despite 30% being the grade you need to pass. Whether bad nutrician or other factors cause it or not, the IQ tests correlate with standard test results.

Not discounting the factor of IQ, but I think values speak more to these actions than IQ does. I’ve met people with Down syndrome who are better people than those with 120+ IQ, simply because of their values. Anecdotal, I know; but still true.

South Africans do protest like this, ripping out even trashcans and burning tires - for not receiving free electricity.
