They are considered cooperating defendant/witness. Happens all the time with criminal matters where law enforcement need to give immunity (or reduced charges/plea deal) to someone so they can secure a conviction against the mastermind of said crime.
I understand that, but that’s only when their testimony is necessary to ensure a conviction. The Chicago police seem to have everything documented and on video, so why would they offer immunity to the bodybuilders? It has to be something else...
