I don't agree it's strictly an issue of immigration. I think it has more to do with assimilation. Do they wish to live as Americans / Canadians or do they wish to live as they did but in a new land.

Citizens define their country. Impose change on a country and the citizenry will re-establish cultural norms and laws. Change a citizenry and the country will cease to exist.
