I don't agree it's strictly an issue of immigration. I think it has more to do with assimilation. Do they wish to live as Americans / Canadians or do they wish to live as they did but in a new land.
Citizens define their country. Impose change on a country and the citizenry will re-establish cultural norms and laws. Change a citizenry and the country will cease to exist.
If anyone can become an American “legally” then being an American means nothing.
It's a cultural question and cultural proclivities are empirically observable as divergent along demographic lines. Really, this equation will end in blood. America was a great idea, but it was naive. That naivete will result in collapse.
