For young girls welfare is a career choice. They know all they have to do is get pregnant and low and behold they get a fortnightly pay check for yrs and if she has a second baby her income goes up more! Sometimes its a generation thing, grandma did it, mum did it so I will too.

Looking at a graph tracing poverty rates since the early 20th century. . . there was a steady, sharp, downward trend. . . until welfare, after which it hasn't strayed more than a few percent from the same 15% poverty rate at the beginning of the 'War on Poverty.'
