Not sure I need to ask what country you're regarding, as it's becoming a global issue, but am I wrong in singling out booming populations and contrastingly shaky economies? Industry and employment is not getting the innovation it needs.

The welfare state is a sound idea but unworkable when the beneficiaries have the vote, and the government abdicates its control over utilities and public housing. For many, at the bottom end of your curve, crime or working the system are their only alternatives.

Abuse of the system becomes reality. Ie. “Single” mom gets welfare. Unwedded Father lives at home. After years w/ arrangement no one can obtain any social opportunities or go “up the ladder”. Blames govt & dad. “Not married” everyone parts ways. “Single” Mom is now single mom
