Given that their home country is likely experiencing higher amounts of crime, corruption, etc. Isn't obvious why they would prefer to move to another country with a higher standard of living and better opportunity for their children? It's pretty simple.

if the host countries don't want to help, then simply shut the doors. If that is not happening, it just means the majority of the citizens don't agree with your position - look at poland... they're able to do it.
