Of course they do! Why would nations develop intelligence tests that aren't compatible with their own cultural standards?! Why would they still not be so? Does a country not work in the interest of its own populations?

Exactly. The original statement asserted that Western IQ tests measure a Western idea of intelligence based on Western cultural standards to benefit the West Of course they do. We're in the West. Why should a nation propose any different?
