This brings up a really good point. How does one know a proposed immigrant wants to come to America for its Freedom and other values — or if they just want to take from our resulting success? The very existence of the Welfare State skews the results, makes people dishonest.

Could put a clause that any first generyimmigrant cannot access welfare/entitlement programs for first 20 years. Would require a lot of changes but after that you would weed out most
