Africa has had the longest lived civilizations. The pyramids precede the Younger Dryas significantly, so minimum 14,000 years and some make the case that civilization there began 24000-32000 years ago.

Unfortunately in “the origin of political order” Fukuyama never actually mentions IQ, which makes sense becuase if he did it probably wouldn’t have been published.

But yes, it could easily be assumed that one of the large factors of civilizations being constructed would be the IQ of the average peoples.

A group that drills water well for small remote villages, says it is hard to keep the simple wells going, bc the people who they hire to maintain the wells, had a lot of trouble learning which direction to turn a screw. Many wells sit unrepaired bc few are trainable.
