You can also check average electricity consumption for the pooor in a region – they may not have access to air-conditioners in warm climates, and certainly don’t need heating systems, so the footprint should be very low. If the region gets food/foreign aid, they need less power

Also the fact that many tertiary economies offshore manufacturing/agriculture/mining to emerging markets. Basically offshoring production of energy and waste. A more realistic calculation would be based on consumption.
