The low average IQ fact does not prevent improvement, it just make it harder. Especially if they try to do it the same way as we did in Europe. It is a good thing that they can get as far as possible with what they have.

I talk about African nations, not those migrants that come here to big down our welfare systems. I want Africans to succeed in their own continent and it can be done but right now a lot of aid sent their are actually making things worse destroying the local economy.

I'm assuming back in the start of civilization White's did not have that much high IQ either. They evolved. Same can be said eventually for Africans you mention. not saying it's feasible but it is something that can evolve through generations especially with proper teaching.
