Population growth can only happen when there is enough food and water to support it, that massive boost is likely due to foreign food and fresh water aid. Not to mention who built African country's agricultural sectors up and multiplied food yield. Western countries did this.

Through all those TV ads showing starving African children, we gave them the food and water needed drastically increase their population and now they rely on it to maintain that population.
