        The problem, then, is not a government that would count illegal votes from non-citizens, but illegal votes themselves. Interesting shift in blame.

        The person making an illegal vote holds some blame, yes. But the government holds the majority of the blame for allowing it. The principle is the same as that of a policeman tasked with catching thieves, knowingly accepting stolen gifts from his neighbor.
