The elimination of the welfare state would take care of the problem. Low IQ populations would not be able to 'survive' in a high tech low welfare economy, neither would they be attracted to migrate there as there would be no safety net to house them and feed.

Smarter people are perhaps less susceptible to narcissism over their intelligence because they are acutely aware of how much they don't know. And as Molyneux has evidenced, the inverse is the case with the less intelligent.
