IQ tests (or any other test, professional tests, exams, any kind of diplomas, certifications etc) don't work in a collectivist / totalitarian culture not because the tests are not relevant or valid, but because they are skewed by fraud. For political reasons, power and so on.

There's various forms of Intelligence and IQ only measures one of them. There's Cleverness of which one could have a low measure of IQ yet still be extremely Clever.

And IQ has been proven in certain genetic lines to be higher, most famously in Ashkenazi Jews. That’s maybe a thousand years of mostly separated lineage and reproductive selection for intelligence. ‘Course, they also have high instance of a terrible neuro disease.
