If you compare any group with any metric there will be differences in the averages, sometimes large ones. Intelligence is no different. We should still judge individuals by their words and actions rather than race, but need to consider these facts when dealing with large groups.

Yes that's what Singer thinks. But an you explain then, why the same races have sometimes been lagging, and then at other times more advanced. If it's biological, how is that possible

Have they, though? Culture would also play a role. For example, a racial group with a culture that allows first cousins to marry or that is hostile to intellectuals will result in a drop in IQ. Some cultures are objectively better than others, too.
