The ones I paid for completely (also called “driveways”) were not publicly funded. I paid 100% because they were important for me & my customers. The point being that, if not publicly funded, private individuals & businesses would still pay for roads leading to themselves.

That's what toll roads are. Here in Texas there are already private entities trying to force toll roads to get places without publicly funded roads. Libertarians always fantasize about this until they have to pay or be fined. Then they're against private enterprise.

I think it’s something to do with technical authoring where the ‘rule of thumb’ appears to be that an apostrophe should only be used for denoting plurality if the entire sentence is in uppercase.
