this is bad psychology and bad economics: 1. welfare rewards irresponsible people with money from responsible people. thus killing societies, though over generations 2. even if welfare treshold depended on IQ, it would depend on IQ distribution, not on society’s overall IQ level

The distribution would eventually stabilize and as the average gets lower the trnd continues until collapse, because the welfare state encourages irresponsible reproduction, and tends to produce less economically productive citizens, see above. Takes many generations sure.

If a welfare state must exist, there are simple mechanisms that can be enacted like benefit moratoriums for non-citizens & minimum reside periods for their Canadian born children that could alleviate abuse & strain on the system. But being practical isn't a political strong suit.

Probably true, but a welfare state has to have high levels of interpersonal trust too, which usually means pretty mono-ethnic. Japan, pre-90s Sweden, Finland etc
