Also, it is not unheard of for young autistics who test 1 and 2 standard deviations below the mean to gain 10, 20 and even 40 IQ pts with intensive ABA therapy. I'm actually shocked you don't seem to know about this.

If the child gets the majority of their IQ from their mother, you'd just have to have a healthy father that isn't a Darwin Award seeker to have a reasonably bright child. Then avoid poisoning the child with toxins, especially those injected. Time & Love will do the rest.

It's true, more obviously so in the negative case e.g. alcohol. But if you've only an IQ of 70 even a five point lift isn't trivial.

what are the measurements they use to assess? iq tests? at fixed age ranges? over how many years? what has changed over years and have they any control to compare to to measure how any changes have been effective or ineffective in changing average/median iq in populations?

The control would be an unassisted population. I've no idea if the research exists where they've increased the SES or anything though.
