People who deny the significance and heritability of IQ unwittingly delay meaningful interventions to help lift the mean IQ of less fortunate populations.

Of course we can. If we encourage the intelligent to reproduce more than the dull over generations that is exactly what will happen

IQ tests use a preconceived idea of what intelligence is and how it works. A low score doesn't mean you are unintelligent, only that you logic and reason in a way that doesn't fit with societal norms. It would be very interesting to study how these people logic and reason.
-
It does indeed mean one is unintelligent. IQ is a measure of how much and how rapidly someone is capable of learning, retaining and solving problems. Higher IQ people regardless of race or whatever are simply better at these things.
-
That is a major misconception about IQ. We haven't actually determined what exactly intelligence is. So any measurement is certain to be faulty until we understand the nature of that which we are measuring. Tests around the world vary significantly for this reason.
-
There are different types of IQ i.e. creative IQ ( art, music etc), collective IQ ( a Country or Region). People may score higher in one type. Some people score low in all. Tests vary in an attempt to accommodate more people.

Sadly that’s not the answer.

Malnutriton is a huge problem in these countries and malnutriton has a direct impact on iq and tempermant. it is a huge piece of the pie and there is not just 1 reason for why things are like they are.

In cultures where they do not use the same number system nor language as ours, of course they will do poorly in IQ tests. The number 0 had to be developed (Babylon, India) before us moderns could entertain the number system we now take for granted, & it was a major breakthrough.

I say no. I've been working in lagos for the past 26 years on and off. I would say there are but not as many as suggested. If the test was done in their own language (Nigeria 400 or so) it would indicate a higher result.
-
Not only that, some are in fact brilliant but forced into the wrong places in society. If there were adequate schooling things would not be the same.
