We have the technology to crowd fund all the nice things that people think poor people should have access to. If people are willing to hand over a big portion of their income in the form of taxes now, then we could easily fund libraries, hospitals and schools. People are kind.

Hard to do with a guaranteed actuarial loser like costal property. Crop insurance is also a Faustian bargain of *only* having the option of government assisted crop insurance in most Ag states in the US.
