That doesn’t prove race and IQ are inextricably linked. An equally plausible explanation is that certain cultures prefer high IQ mates while others don’t. This would have the same effect without race and IQ being genetically connected necessarily.

The way he phrases it it seems like his theory is that two high IQ black parents are more likely to have low IQ children than two white parents with identical IQs. I haven’t seen any evidence that this is the case so it seems more cultural than race based.
