False. The word “eugenics” refers to government programs which kill or sterilize people, which is stone evil. Identifying racial differences is biology not eugenics. Facts do not kill, governments kill.

As I see it, a population is always on a scale between dysgenic and eugenic and we have to figure out which policies can ethically promote improvement over time. Currently-with our poor being our most fertile and our high immigration-we are dysgenic in America.
