        Tell that to Baltimore City school system, Baltimore and Prince George's County receive more money per student in the state, but have the worst test scores in the State, more money does not work

        Is IQ genetically intrinsic? People who sustain multiple concussions can rewire their neurons back to new again with the right stimulation of consciousness. If our brain is that malleable, wouldn't there be too many variables to discover a consistent and legitimate cause of IQ?

        Even the most brutish barbarian brains on the outskirts of Rome became educated rapidly; but reverted back to their old ways just as rapidly when Rome fell. Then it took a long trek thru the Middle Ages for Europeans to become literate again. Was it climate and genes? Or culture?

        Many reasons actually. I suggest Hans Hermann Hoppe's book Democracy - The God that Failed. Tbh IQ wouldn't be much of an issue if we weren't in democracies.
