No, the culture between a rich black person and a poor black person has certain similarities and differences, some are based on their economic situation, some are not. As for which culture is worse, that is subjective.

There are many studies that identify a relationship between child development and they type of family structure in which a child is raised (ie. two parent vs. single parent).
