No race is superior, no race is inferior – they are all just a bit different, and we can either explore those differences honestly, or destroy our societies by assuming that all discrepancies in group outcomes are due to racism, bigotry and hatred. Not much time left to choose.

Buck is disillusioned however in regards to act, (aka behaviour) this is kind of determinative of behaviour, there are correlations between crime & IQ for example. Also, if it's 80% then why do environmental factors contribute so much to the decline?

Children who suffer from neglect, trauma or abuse, have cognitive impairment. It affects the development of the prefrontal cortex and limbic system. These are the regions that determine reason and behavior. Severe child abuse victims, often have severe delusions and rage.

The prefrontal cortex of any human being is not fully formed until,at least, 18 years of age. That region governs reason (a sign of intelligence). Most males, mature later. So, physiologically unlikely that a “late teen IQ” test is valid or useful.
