I am a Brit in China, with a daughter in the state school system here. Study work load is very high here. Yes, tons of rote learning. And tests contain lots of questions similar to IQ tests. I am not educationalist. Can students be taught to do IQ tests? I think so.

So many ways to debunk the Asian IQ thing. First.. trust Chinese guv figures? Who is being tested? The top % of Asian students who go abroad to work? Children of Asian immigrants? Again, that's a top %age.
