They can’t. The behavior of the radicals is allowed in Muslim theology, IF they are protecting Islam. But if another Muslim thinks that Islam ISN’T being attacked, he CANNOT protest what the radicals do. You can thank Muslim philosopher Averroes for that convenient theology.
