The outrage over the oil studies is not that their results are compromised, but that the results showed the existence of man-made climate change, and the companies chose to keep those results secret and try to profit off climate change rather than inform the public

You are equivocating governments with private corporations. This doesn't logically flow since corporations have a central goal of self-interest, but governments are designed to be aimed towards public good. Some corrupt and/or authoritarian governments would do this, but not all

Governments natural goal is to get bigger. Every head of a government department wants more funding.

I agree that governments have issues, but megacorporations having control over information and research can be far more harmful, as shown by this example

Conflict of interests should provoke skepticism and prompt people to scrutinize the findings. That said, climate change certainly cannot be blamed the use of oil for energy.
