At a certain point, surely you need to start paying attention to the 'dogs', and not the 'whistlers'? I mean, if a man* whistles in the forest, and no dogs hear him, is it still a dog whistle? 
*or a gender fluid, non-binary self-identifying duck

Not buying it. Dogwhistle is what Trump does when he calls the media "the enemy of the people". What pipe bomb boy did was the antithesis of projection --- he acted out.
