      The *only* variable that correlates with IQ is the ability to control for infectious diseases. Not race, not nationality, not income level. Fevers and the like affect brain development in children. So in places without medical care, IQ tends to be lower.

      If you take ANY infant from ANYWHERE in the world of ANY race or ANY nationality and raise them with good American healthcare and immunizations, they *will* grow up to have an IQ just like any average American.
