Here's an idea! Why not make an incentive programme, where kids in the neighbourhood are hired, and get promotions based upon how many haters they catch. Then make special holding pens for the haters, until we decide what to do with them. Inevitably gassing, of course... /sarcasm

Of course, it's not like real crimes are actually being investigated - so the police need something to do.
