  The secret lies in the origins of those migrants and refugees and the social system (which sometimes encourages exclusion)... As some countries owe their prosperity to varied immigration (e.g. USA, Australia, etc.)

  I'd be willing to bet that the German majority doesn't mind having migrants from Poland. It's not the number of migrants that's the problem. It's the quality of the migrants that matters.
