I think I can see what happened. If you notice, the counties within each day are sorted highest to lowest. I am also willing to bet that the sum of the counties for each day are also sorted highest to lowest. INNOCENT? I don't know but it looks like ...

Each date was sorted by the sum of cases of the counties and then the counties were sorted by cases high to low. Maybe someone was playing around with the spreadsheet before they hit the graph function.

"Innocent" : we wanted the graph to look pleasant, so we ordered the counties in each date as well as the dates themselves. Doesn't it look fantastic?
