I wonder what would happen if post-peer review contributions were tracked, like contributions on github. If there was central tracking (would need wide adoption of standard tracking api embedded into all commenting system), then there would be a measure of contribution...

If tenure committees recognized the contribution numbers, there would be incentive. If upvote/downvote was implemented, there would be a measure of the value of the contribution, another potentially useful metric of contribution..still lots of unknown territory.
